Trade and security deals, negotiated with the Organization of Turkic States (OTS), offer the motivation.<\/p>\n\n\n\n<p>At last week\u2019s OTS summit, in the Kazakh capital of Astana, Turkish President Recep Tayyip Erdogan said that it\u2019s the Turkic language that bonds Turkey with Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan, and Uzbekistan. Echoing calls for a common Turkic alphabet, the Turkish leader said&nbsp;language enabled the countries\u2019 unity.<\/p>\n\n\n\n<p>Although largely symbolic, the plea was a message to&nbsp;<a href=\"https:\/\/cabar.asia\/en\/the-role-of-transition-of-kazakh-language-from-cyrillic-alphabet-in-decolonisation\" target=\"_blank\" rel=\"noreferrer noopener\">Kazakhstan<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/thediplomat.com\/2023\/01\/uzbekistans-drawn-out-journey-from-cyrillic-to-latin-script\/\" target=\"_blank\" rel=\"noreferrer noopener\">Uzbekistan<\/a>&nbsp;to abandon Cyrillic, which forms the basis of the Russian script, in favor of the Latin alphabet, which was&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20150610225023\/http:\/www.idealhukuk.com\/hukuk\/hukuk.asp?mct=mevzuatdetay&amp;x=kanun&amp;y=Kanunlar&amp;id=910\" target=\"_blank\" rel=\"noreferrer noopener\">adopted by Turkey in 1928<\/a>. Ankara\u2019s ally Azerbaijan made the transition in&nbsp;2001, a move viewed clearly as a&nbsp;<a href=\"https:\/\/www.rferl.org\/a\/1097073.html\" target=\"_blank\" rel=\"noreferrer noopener\">repudiation of former Soviet rule<\/a>. Turkmenistan, an OTS observer,&nbsp;<a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1130133\/Turkmenistan_factfile.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">switched to Latin<\/a>&nbsp;script even earlier, in the 1990s.<\/p>\n\n\n\n<p>Of course for Turkey, the organization is more than a bloc for creating a common script. Rather, it\u2019s an emerging&nbsp;instrument that could help&nbsp;Turkey&nbsp;<a href=\"https:\/\/www.euractiv.com\/section\/global-europe\/opinion\/can-europe-and-turkey-crowd-russia-out-of-the-caucasus\/\" target=\"_blank\" rel=\"noreferrer noopener\">crowd Russia out of the South Caucasus<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.arabnews.com\/node\/2226256\" target=\"_blank\" rel=\"noreferrer noopener\">Central Asia<\/a>, strategically important regions where Turkic-speaking people make up most of the population.&nbsp;<\/p>\n\n\n\n<p>The big question is whether other members share Turkey\u2019s ambition. Evidence to date suggests they may not.<\/p>\n\n\n\n<p>For instance, one of Turkey\u2019s goals is to convince OTS nations to&nbsp;<a href=\"https:\/\/www.trtworld.com\/turkiye\/erdogans-call-to-recognise-northern-cyprus-meaningful-trnc-foreign-minister-15157681\" target=\"_blank\" rel=\"noreferrer noopener\">support the Turkish Republic of Northern Cyprus<\/a>&nbsp;(TRNC). Recognized only by Turkey, TRNC is considered by the international community to be part of the Republic of Cyprus. Like Turkmenistan, TRNC is an observer state to OTS.<\/p>\n\n\n\n<p>The Organization of Turkic States members, meanwhile, appear split on their stance toward TRNC. Unlike at the&nbsp;<a href=\"https:\/\/www.turkicstates.org\/en\/haberler\/extraordinary-summit-of-the-organization-of-turkic-states-was-held-in-ankara_2850#:~:text=The%2520Extraordinary%2520Summit%2520of%2520the,Emergency%2520Management%2520and%2520Humanitarian%2520Assistance.%25E2%2580%259D\" target=\"_blank\" rel=\"noreferrer noopener\">previous OTS summit<\/a>&nbsp;in Ankara in March, where the Turkish-Cypriot leader Ersin Tatar was treated like a head of state, in Astana last week, there was no official TRNC presence.<\/p>\n\n\n\n<p>Other geopolitical matters are even more divisive.&nbsp;<\/p>\n\n\n\n<p>Despite being allies, Turkey and Azerbaijan have diametrically opposed attitudes on the Israel-Gaza conflict. While Azerbaijan&#8217;s people&nbsp;<a href=\"https:\/\/www.voanews.com\/a\/pro-israel-sentiments-in-azerbaijan-stand-out-amid-conflict-in-gaza\/7304802.html\" target=\"_blank\" rel=\"noreferrer noopener\">openly support<\/a>&nbsp;Israel \u2013 and Baku supplies Israel with&nbsp;60 percent of its oil needs \u2013&nbsp;Erdogan spews&nbsp;<a href=\"https:\/\/www.i24news.tv\/en\/news\/middle-east\/levant-turkey\/1698506408-erdogan-ramps-up-anti-israeli-rhetoric-at-mass-istanbul-hate-fest\" target=\"_blank\" rel=\"noreferrer noopener\">anti-Israel rhetoric<\/a>.<\/p>\n\n\n\n<p>Trade corridors are another point of contention. Azerbaijan, Kazakhstan, and Turkey share an interest in a quick realization of the&nbsp;<a href=\"https:\/\/middlecorridor.com\/en\/route\" target=\"_blank\" rel=\"noreferrer noopener\">Middle Corridor<\/a>&nbsp;project, a transportation route starting from Southeast Asia and China, running through Kazakhstan, the Caspian Sea, Azerbaijan, Georgia, Turkey, and on to Europe.&nbsp;<\/p>\n\n\n\n<p>Kyrgyzstan and Uzbekistan, meanwhile, have supported Russia\u2019s plans to build the&nbsp;<a href=\"https:\/\/rus.azattyq.org\/a\/32666962.html\" target=\"_blank\" rel=\"noreferrer noopener\">Southern Transport Corridor<\/a>, which would effectively bypass Kazakhstan.<\/p>\n\n\n\n<p>What most, if not all, former Soviet Turkic-speaking countries have in common is a desire to leave Russia\u2019s zone of influence.<\/p>\n\n\n\n<p>Kazakhstan is looking to develop closer ties with neighboring Turkic states and the West, giving Turkey an opening for engagement. Kyrgyzstan is also in play. Despite being Russia&#8217;s ally in the Collective Security Treaty Organization (CSTO), it has recently purchased Turkish-made&nbsp;<a href=\"https:\/\/24.kg\/english\/278619_New_UAVs_of_Border_Service_demonstrated_to_President_of_Kyrgyzstan_\/\" target=\"_blank\" rel=\"noreferrer noopener\">Akinci and Aksungur drones<\/a>, which are used for border security.&nbsp;<\/p>\n\n\n\n<p>Kyrgyzstan already has Turkish-made Bayraktar unmanned aerial vehicles; it reportedly&nbsp;<a href=\"https:\/\/kloop.kg\/blog\/2022\/09\/16\/tadzhikistan-zayavil-ob-ispolzovanii-bajraktarov-kyrgyzstanom-eto-pervoe-upominanie-ob-ih-boevom-primenenii-v-tsentralnoj-azii\/\" target=\"_blank\" rel=\"noreferrer noopener\">used them against Tajikistan<\/a>&nbsp;during a 2022 border clash.&nbsp;<\/p>\n\n\n\n<p>Beyond military hardware, Turkey is also using economic cooperation to entice engagement with the former Soviet Central Asian republics. For instance, Ankara aims to reach a&nbsp;<a href=\"https:\/\/www.trtworld.com\/turkey\/erdogan-t%25C3%25BCrkiye-kazakhstan-aim-to-reach-10b-trade-volume-57028\" target=\"_blank\" rel=\"noreferrer noopener\">$10-billion<\/a>&nbsp;bilateral trade target with Kazakhstan, while Turkish companies&#8217; investments in Uzbekistan have already reached&nbsp;<a href=\"https:\/\/www.dailysabah.com\/business\/economy\/turkey-uzbekistan-eye-cooperation-in-many-fields-10b-in-trade\" target=\"_blank\" rel=\"noreferrer noopener\">$1.5 billion<\/a>.<\/p>\n\n\n\n<p>But the problem for Ankara is that OTS members are land-locked countries heavily dependent on Russian geography. For instance, Turkmenistan and Kazakhstan, as major energy exporters, rely on oil and gas pipelines traversing Russian territory to reach their customers in Europe. As long as Russia remains an important transit country for the Turkic world\u2019s energy resources, Turkey\u2019s bid to supplant Russia in the region will be a tall order.<\/p>\n\n\n\n<p>The fact is that OTS members from the post-Soviet space need Russia as much as they aspire to increase ties with Turkey. Each remains integrated into the Russian-dominated&nbsp;<a href=\"https:\/\/globalcomment.com\/what-is-the-future-of-the-commonwealth-of-independent-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">Commonwealth of Independent States<\/a>, and Kazakhstan and Kyrgyzstan remain part of the Moscow-led Eurasian Economic Union, as well as the CSTO.&nbsp;<\/p>\n\n\n\n<p>These alignments suggest that for most Turkic states, Turkey\u2019s vision of an Ankara-led Turkic world order is overly myopic. Erdogan might see it in simple terms of letters on a piece of paper, but for Turkey\u2019s brethren in former Soviet republics, the final chapter with Moscow has yet to be written.<\/p>\n\n\n\n<p><em>Nikola Mikovic is a political analyst in Serbia.
